Aleppo After The Fall
The New York Times Magazine publishes this intense story of the Syrian city of Aleppo, after its takeover by the Syrian army. Sounds scary, eh? Back in the day when I was assigned for three or four years of my tenure in GAO to the subject of health care, I helped draft some revisions to portions of the Medicare law and worked with a team that made recommendations that led, in a different form, to Health Maintenance Organizations (HMOs). Some of us at that time were pushing for something called capitation, and, lo and behold, the concept is being revived.
